Uzbekistan has created a solid basis for sustainable develop

The Sustainable Development Goals (SDGs) are a global plan to achieve a better future for all humanity. Under the auspices of the UN, in 2015, all member states adopted 17 goals that are interconnected. These goals focus primarily on ending poverty, protecting our planet, improving the quality of life and improving prospects for all people.

In Uzbekistan, in 2022, an updated Resolution of the Cabinet of Ministers No. 83 “On additional measures to accelerate the implementation of National Goals and Objectives in the field of sustainable development for the period up to 2030” was adopted, which confirms Uzbekistan’s strong determination in achieving the global Agenda for the period up to 2030 year in a comprehensive partnership with all UN member countries to achieve sixteen national sustainable development goals.

The National Goals and Objectives in the field of sustainable development for the period until 2030, the Plan of Measures for the effective implementation of the National Goals and Objectives in the field of sustainable development for the period 2022–2026, as well as the National Development Strategies of Uzbekistan, approved by the Government of our country, serve the implementation of the Goals of Sustainable Development development.

To organize systematic work to achieve the Sustainable Development Goals, the government of Uzbekistan created a special coordination council, in particular the Parliamentary ­Commission to monitor the implementation of the National Goals and Objectives in the field of sustainable development of the Republic of Uzbekistan for the period until 2030. As a result, the goals and objectives of sustainable development are balanced with the developed and implemented Strategies, Concepts, and Roadmaps for the economic, social and environmental development of the country and regions.

Strengthening parliamentary control in achieving the SDGs was the result of the implementation of the UN General Assembly resolution on December 14, 2022, which approved the initiative of the President of the Republic of Uzbekistan “ On strengthening the role of parliaments in accelerating the achievement of the sustainable development goal .”

The achieved results in implementing the national goals and objectives of Uzbekistan are generally approved and recognized by the international community.

The basic principle of the new Uzbekistan “ In the name of the honor and dignity of man” is consonant with the UN principle on sustainable development “Leave no one behind ”.

In the Interagency Sustainable Development Goals Ranking published by the UN (SDR) in 2023, Uzbekistan ranked 69 place among 166 countries, increasing their rating by 8 points.

SDR Index report, Uzbekistan recorded a positive increase in sustainable development indicators for 11 out of 16 goals. In particular: poverty reduction; food security and nutrition; health and wellness; quality education; gender equality; clean water and sanitation; industrialization, innovation and infrastructure; sustainable development of cities and human settlements; combating climate change; peace, justice and effective institutions.

The Voluntary National Reviews prepared in 2020 and 2023 on the implementation of the national Goals and objectives of sustainable development of Uzbekistan until 2023 were positively assessed by the UN.

Uzbekistan has achieved significant results on all Sustainable Development Goals, which were balanced and interconnected with the implementation of the “Strategy of Action for Five Priority Areas of Development of the Republic of Uzbekistan in 2017 - 2021”

In particular, Uzbekistan has achieved the following results on the Sustainable Development Goals:

Goal 1. Uzbekistan has purposefully implemented measures to significantly reduce poverty.

Thus, the necessary legislative, institutional and economic mechanisms to combat poverty were formulated. During 2015-2022, according to the national criterion, the poverty level decreased from 30.4% up to 14.1%. The coverage of the population receiving social benefits increased during this period from 0.8% up to 2.5%, and government spending increased by 7.0 once.

Goal 2. Significant work has been done to ensure food security and nutrition.

Uzbekistan took first place in the Top 10 countries with the greatest progress in ensuring food security in 2019-2022. according to the Global Food Security Index . A lot of work has been done in the field of land relations: 400 thousand . 100 thousand hectares were transferred to farmers sown areas, which made it possible for additional cultivation of 1.5 million tons food products .

Goal 3. Implemented measures to ensure a healthy lifestyle and promote well-being for everyone at any age .

For 2015-2022 The maternal mortality rate decreased from 18.9 units. to 13.9, and the mortality rate of children under 5 years of age from 15.1 units. up to 11.4 per 1000 live births, infant mortality from 7.9 units. up to 4.5 per 1000 live births. In 2022, the level of newly diagnosed tuberculosis was 46.9 units. per 100,000 population. Compared to 2015, this figure decreased by 11.6%.

Goal 4: Committed to achieving inclusive and equitable quality education and promoting lifelong learning opportunities.

There is a steady trend of increasing enrollment of children from 3 to 6 years old in the preschool education system (from 20.8% in 2015 to 68.3% in 2022). The share of schools with access to the Internet and provided with computers for educational purposes increased to 99.7% in 2022 ( 87.9% in 2017). The enrollment of young women in higher education in 2015-2022 increased 5 times, and for young people aged 18-27 years old - from 8 to 30% . The number of functioning universities has increased from 69 units . in 2015 to 199 units. in 2022 Goal 5. Significant progress has been made to achieve gender equality and the empowerment of all women and girls.

In 2022, the World Bank's The Women, Business and the Law Index ranked Uzbekistan among 27 countries that have implemented significant reforms in the field of women's rights and gender equality. Particularly high indicators were achieved in such index components as women's mobility, entrepreneurship and assets. The share of women in the Legislative Chamber of the Oliy Majlis increased from 16% in 2015 to 28.2% in 2022, and in management positions - from 27.7% up to 28.2% respectively.

Goal 6. Measures for the conservation and rational use of water resources and the development of sanitation have been purposefully implemented.

The share of the population provided with centralized drinking water supply has increased by 5.2 over the past 7 years p.p. and 2022 amounted to 69.7% . The indicator “degree of implementation of integrated water resources management” during this period increased from 49 to 56 units.

Goal 7 . Thanks to the measures taken, positive changes have occurred in the provision of modern sources energy.

The share of the population with access to electricity is 100%, and those using clean energy sources increased from 94.5% in 2015 to 97.3% in 2022.

Goal 8 . Measures have been taken to promote sustainable economic growth.

The growth rate of real GDP per capita in 2017 was 2.7%, and in 2022 - 5.6%.  At the same time, GDP per employee increased by 1.9 times.

Goal 9. Steps taken to create sustainable infrastructure, promote inclusive and sustainable industrialization and innovation.

Behind 2015 – 2022 passenger turnover increased from 120.1 up to 146.5 , including automobile from 109.1 up to 131.0 and air 6.8 up to 10.9 billion pass/km The added value created in the manufacturing industry as a percentage of the country's GDP per capita increased from 14.1% in 2015 to 20.5% in 2022. The share of the population covered by mobile networks using 3G/4G technology has increased from 70% to 95% in the last three years alone .

Goal 10.  Achieved by reducing social inequality in all its forms within the country.

During 2019-2021, the growth rate of household income per capita among the bottom 40 percent of the population increased from 16.9% up to 22.4%.

Goal 11. Specific measures have been implemented to ensure environmental sustainability and integrated development of cities and human settlements.

Housing construction has been dramatically expanded, which has led to an increase in the level of housing provision for the population with 15.7 m2 / person in 2015 to 18.2 m2 / person in 2022. At the same time, more than 300 were built thousand apartments and individual residential buildings, which 10 once more than in previous years of independence.

Goal 12. Measures have been taken to ensure the transition to rational consumption and production models.

The generation of toxic industrial waste of hazard classes 1-3 per capita decreased from 13.1 kg in 2019 to 8.0 kg 2022

Goal 13. Concrete measures have been taken to combat climate change and its consequences.

According to the international database EDGAR, in 2021 the carbon intensity of Uzbekistan’s GDP was 0.465 tons of CO 2 /$1000 of GDP at PPP (in constant 2017 prices), decreasing by 7.0% compared to 2019 . On the dried bottom of the Aral Sea, forest plantations have been created on an area of more than 1.5 million hectares.

Goal 15. Specific measures have been implemented to protect and restore terrestrial ecosystems and rational use of forests.

The forest area to the total land area of Uzbekistan has increased from 8.3% over 7 years up to 8.7%. The share of protected areas increased by 2.0 times.

Goal 16. Much work has been done to help build a peaceful and open society.

In the World Bank ranking in 2021, Uzbekistan according to the Index quality of government (World Governance Indicators, WGI) improved its position in all six components. In particular, in “Government Efficiency” Uzbekistan took 116th place among 208 countries, improving the previous result by 22 positions. In the UN e-Government Development Index in 2022 year, as a result of the acceleration of the introduction of digital technologies, Uzbekistan rose to 69th place out of 193 countries, and in 2019 it ranked 81st.

Goal 17. Certain positive changes have been achieved in global integration and a targeted increase in the volume of funds allocated for sustainable development needs.

Uzbekistan has opened its doors to cooperation with all countries of the world, incl. with the countries of Central Asia. Over 7 years, the total volume of government revenues in relation to GDP increased from 16.5% up to 22.7%. The share of the population using the Internet from 2017 to 2022 increased from 48.7% up to 83.9%.

In general, Uzbekistan has created a solid basis for the timely and high-quality achievement of the set national goals and objectives of sustainable development until 2030. Based on what has been achieved, further steps follow to achieve national goals and objectives of sustainable development , in particular:

- full adaptation of national goals and objectives of sustainable development with the Development Strategy of New Uzbekistan until 2030, where the priority areas are: creating decent conditions for realizing the potential of every person; ensuring the well-being of the population through sustainable economic growth; water conservation and environmental protection; ensuring the rule of law, organizing public administration focused on serving the people; consistent continuation of the policy based on the principle of a “Safe and Peaceful State”;

- expanding the participation of civil society institutions in organizing monitoring and evaluation of results in achieving national goals and objectives, taking into account incoming proposals and recommendations from private entrepreneurs and residents of the country’s regions in order to increase the effectiveness of measures taken;

- increasing awareness of society and the population about the work being carried out to achieve national goals and objectives, regularly conducting special sociological surveys in cities, districts and mahallas about priority measures to meet the needs and wants of the population, based on the implemented measures of sustainable development;

- expanding the possibility of state budgeting for measures to achieve the SDGs, primarily in solving socio-economic problems, such as poverty reduction, social stratification of society, targeted social protection, improving the quality of educational and medical services, gender equality, preventing social risks and threats, related to climate change, food, energy and environmental security;

- continuation of the state’s dialogue with the private sector, international organizations, further expansion of international cooperation with all countries of the world, including with the countries of Central Asia, implementation of Uzbekistan’s initiatives adopted by the UN on regional cooperation, increasing the role of parliaments, ensuring the rights of youth integrated with the Sustainable Development Goals.
