此2015新春佳节之际，我想借此机会，为新一年的到来，为在过去的日子里改革开放给中国人民生活带来的翻天覆地变化，对中国政府以及全体中国人民表示衷心的祝贺。
As the Chinese Lunar New Year 2015 is around the corner, I would like take this opportunity to express my sincere congratulation to the government and all ethnic people of the People’s Republic of China for the coming Chinese New Year and also for significant achievements obtained over the past year through the comprehensive reform and opening up which have brought tangible benefits to the people of the PR of China.

老挝和中国自古以来就是山水相连的友好邻邦，一直保持着和平共存、和谐相处的友好关系。自1961年4月25日两国建交以来，中国与老挝一直基于双赢原则、全面友好的合作关系，双方保持着全方位的互访。两国经贸合作平稳发展，双边贸易额增长迅速。中国作为老挝最大的投资国，两国一直务实合作，不断发展双方的基础设施连接、农业、水电、旅游以及其他领域。
As we all know that Laos and China are friendly neighbors linked with mountains and waters and the people of the two countries have co-existed in peace and harmony since the ancient times. Since the establishment of diplomatic relations between the two countries on April 25, 1961, China and Laos have enjoyed friendly relations and comprehensive cooperation based on win-win principle. The two sides have maintained the exchange of visits at all levels.The economic cooperation and trade are developing smoothly. Bilateral trade continues to grow rapidly. China is among the biggest investors in Laos. The two sides expanded their practical cooperation in infrastructure connectivity, agriculture, hydro-power, tourism and other fields.

多年来，中国政府提出了一系列伟大倡议，比如“一带一路”、“亚洲基础设施投资银行”、“丝绸之路基金”等，我们坚信所有的倡议都将深化中国与其他国家的务实合作，促进各地区和全世界的长期发展和共同繁荣。
Over the years, the Chinese Government came up with many initiatives such as “one belt and one road”, Asian Infrastructure Investment Bank, Silk Road Fund and so on which will deepen the cooperation and realize practical connectivity between China and other countries bringing about long-term development and prosperity to the region and the world at large.

值此佳节，我代表老挝政府以及全体老挝人民向中国政府以及全体中国人民送去最真挚的祝福。同时衷心的祝愿老挝和中国的友谊与合作长存。 
On this joyful occasion, on behalf of the Government and the people of Laos, I would like to sincerely wish the Government and all ethnic people of the PR of China continued happiness and prosperity. I would also like to wish for an everlasting friendship and cooperation between Laos and China.
